Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the “We the People Anti-Corruption and Public Integrity Act of 2026”.

SECTION 2. LIFETIME BAN ON LOBBYING BY FORMER MEMBERS OF CONGRESS.

(a) Lobbying Activity Prohibition –

No person who has served as a Senator or Member of the House of Representatives may, at any time after such person’s service terminates, engage in lobbying activities (as defined in section 3 of the Lobbying Disclosure Act of 1995 (2 U.S.C. 1602)) or be employed by, or perform compensated services for, any entity required to register under such Act.

(b) No Exceptions –

The prohibition in subsection (a) shall apply for the lifetime of the former Member and may not be waived by the Select Committee on Ethics of the Senate, the Committee on Ethics of the House of Representatives, or any other authority.

Any person who violates subsection (a) shall be subject to a civil penalty of not less than $500,000 and not more than $5,000,000 for each violation, plus forfeiture of all compensation received in violation of this section.

(d) Effective Date –

This section shall apply to any person whose service as a Senator or Member of the House of Representatives terminates on or after the date of enactment of this Act.

SEC. 3. SEVERABILITY.

If any provision of this Act is held invalid, the remainder of the Act shall not be affected thereby.
